I have an Illustrator Tick Mark for Preps that is clearly Black only.
When I view it on the Brisque it shows as Black.
When we Plate it, it comes out in all colors.
Any Ideas

When you say it is clearly black in Illustrator, is that because it "looks" black, or have you actually selected it and checked its FILL AND STROKE color in the color palette? It certainly sounds like a simple case of using a color swatch that is C100, M100,Y100, K100 or something similar. Or it could be a more interesting problem.

Edit: By any chance, did this Illustrator mark REPLACE an earlier Preps line which by default would have been set to Separation Gray which prints on all plates? In other words, could this mark have "inherited" Preps color attributes somehow? Such inherited attributes can come about if the mark replacement is done through the GetInfo dialoge and an external eps mark is selected to replace an internal Preps mark which has color assingments.

Mark is Black.
I deleted the mark in Brisques marks folder and replaced it thinking maybe the mark went corrupt.
Still, registration color.
Shows as black in Preview on the brisque also...wierd.
